From Sanad to Esaad and Hafilat to nol to Fazaa Hemam, the cards, permits, exemptions, benefits & discounts to apply for as a POD, either UAE-wide or by emirate.
An official card issued free of charge by Ministry of Community Development to people of determination, indicating that the holder is disabled and ensuring they receive the rights and services established under the Federal Persons with Disabilities Law No.29 ( 2006). Applications take five working days.
You will need a medical report from an authorised body stating the existence and nature of the disability. The POD must be diagnosed by an official medical or psychological authority, approved by the Department of Care and Rehabilitation of People of Determination.
With the POD card, people of determination can receive free vehicle registration and parking permits from the Ministry of Interior and insurance from the Ministry of Health.

Fazaa is normally administered by the Social Security Fund, under UAE’s Ministry of Interior, to offer services, discounts and benefits to government employees and UAE Nationals working in the private sector.
However, Fazaa Hemam also offers the same benefits to people of determination and their ‘first-degree relatives’, i.e. parents, spouse, siblings and children.
Successful application for membership allows members a Fazaa Hemam card and mobile app access.
Members can get discounts on car lease, used car purchase car rental, and car insurance, get discounts on local and international hotels via Fazaa Amakin, and retail discounts including healthcare facilities, pharmacies, spas, restaurants, shops and even school fees.

People of determination in Abu Dhabi should apply through the Abu Dhabi Digital Authority (ADDA)’s TAMM portal for the Emirate’s POD card or renew their card here.
With the card, people of determination are granted free access to Louvre Abu Dhabi (with one companion), Etihad Museum and Emirates Park Zoo.
Abu Dhabi Police provides people of determination with special permits to park in designated parking spaces available in public parking areas and exempts them from Mawaqif parking fees.
Those who park illegally at spaces reserved for vehicles of people of determination will get a fine of AED 1,000.
Abu Dhabi and Dubai have an online link-up that allows POD to use designated parking spaces in both emirates without paper permits so they can easily move between the two emirates.
People of Determination are automatically exempted from Abu Dhabi salik toll gates (Darb) once they have filled in their details on the TAMM portal.

The Aounak programme is a health card initiative that provides free care and treatment for people with special needs, including non-UAE nationals, as well as for orphans.

People of determination who are either resident or tourists to Dubai can apply for the AED50 nol card (valid for five years for residents) from the Roads and Transport Authority (RTA) and then travel anywhere in the city for free via Dubai Metro or buses.

Taxis (with red roof and universal blue icon logo on the back window and passenger doors) with lifts for wheelchair accessibility, a wheelchair inside, an artificial respiratory system as well as seats for accompanying passengers.
These can be booked in advance via the Dispatch Centre in advance, and available at Dubai International Airport Terminals 1, 2 and 3.

You can apply for an RTA parking permit using the People of Determination card issued by the Ministry of Community Development or a Sanad Card, issued by the Community Development Authority or a medical report that is less than six months old.

People of determination are exempted from paying Salik road tolls in Dubai on one vehicle (belonging to the POD or a first or second-degree relative i.e. parents, spouse, children, siblings, grandparents, grandchildren). This exemption can be renewed every year.
The Sanad card is a smart card issued by the Community Development Authority (CDA) for people of determination to obtain services and facilities in the Emirate of Dubai.
These include disabled parking permit and car insurance for disabled drivers; limited-income residents qualify for the benefits.

Some of the best benefits of the Esaad card include a 10 percent discount on Emirates Airlines and 15-20 percent discount on Etihad Airways, as well as up to five percent off electronics at Sharaf DG, 10 percent at Carrefour on groceries and up to 40 percent off some international hotels.
